TIR transit procedure

The TIR transit procedure refers to the procedure that allows goods originating from abroad to be transported domestically, which are not subject to import customs duties and trade policy measures do not apply to them.

This procedure applies to road transport, excluding transhipment. It can take place across one or more borders. However, only if the transport is intact with appropriate, undamaged customs seals. The transport must start and end by road. Importantly, during its duration it is possible to cover parts of the route by sea or rail transport. The end of the route can be in the same country from which the transport began. However, it must leave the territory of the country at least once.

Conditions required for the release of cargo from customs clearance in the TIR procedure:

  • it is sealed so that it is not introduced into circulation as a customs shipment in a country not designated for this purpose
  • the vehicle used to transport the goods has a certificate of approval for international road transport under customs seals
  • the customs authorities have placed appropriate seals on the cargo box, which will be checked each time the border is crossed

TIR transit in the simplified procedure

  • The goods are presented to customs services at an approved place.
  • The customs agent executes the customs declaration directly via an electronic message sent via the NCTS system; then performs TIR Transit based on the EX export customs declaration.

Additionally, in this procedure we can make an EPI declaration in the TIR-EPD system.
