ENS Declaration to the UK from January 31, 2025

Every import from the EU to the UK from January 31, 2025, must be accompanied by an Entry Summary Declaration (ENS).

Simplifications in Declarations

The new regulations will introduce simplifications regarding the data required in the declarations. Starting January 31, 2025, there will only be 20 mandatory fields that must be completed for all declarations. Additionally, there will be 8 conditional fields required only in specific situations, and 9 optional fields that can be left blank.

When to Submit ENS?

The timing of submitting the Entry Summary Declaration (ENS) depends on the type of transport or carriage service. Below are the minimum time requirements for various transport methods:

1. Maritime Transport

  • Containerized sea freight: At least 24 hours before loading at the port of departure.
  • Bulk or break-bulk sea freight: At least 4 hours before arrival.

2. RoRo Transport (Roll-on/Roll-off)

  • Accompanied freight: At least 2 hours before the ferry operator’s arrival.
  • Unaccompanied freight: At least 2 hours before the ferry operator’s arrival.

3. Short-Distance Travel

  • Short sea voyages: At least 2 hours before arrival.
  • Short-haul flights (less than 4 hours): At the time of actual departure.
  • Long-haul flights: At least 4 hours before arrival.

4. Rail and Inland Waterway Transport

  • Rail and waterway freight: At least 2 hours before arrival.

5. Eurotunnel Transport

  • Eurotunnel freight: At least 1 hour before arriving at the Eurotunnel terminal.

6. Road Transport

  • Road freight: At least 1 hour before arrival.

Which Goods Are Exempt from ENS?

1. Goods Imported from the EU to Northern Ireland

No ENS declaration is required if:

  • Goods are brought into or collected in Northern Ireland from an EU country.
  • Qualifying goods are moved from Northern Ireland to the UK.

2. Goods Imported into the UK

No ENS declaration is required for:

  • Goods imported into the UK from the EU (or other countries where declarations were previously not required).

3. Special Categories of Goods

  • Electricity.
  • Goods transported via pipelines.
  • Letters, postcards, and printed materials, including those on electronic media.
  • Goods contained in a traveler’s personal baggage.
  • Goods declared verbally at customs offices.

Declaration Submission Process

Safety declarations are submitted via the IT platform known as Safety and Security Great Britain (S&S GB). There are several options for submitting declarations: you can purchase specialist software or use customs agents’ services.

To submit declarations independently, you must register with the S&S GB system, requiring a Government Gateway account and a UK Economic Operators Registration and Identification (EORI) number. Non-UK businesses can apply for an EORI number to submit their declarations.

To complete a declaration correctly, you will need documents and licenses for the imported goods, such as waybills or commercial invoices, as well as details about the goods and transport.
